2018 is the year of prohibited rallies with the blue balloons, and also the year Banksy cut his Sotheby's print with a shredder. 

The performance was me handing out permits for rallies, signing and certifying with a seal, then immediately destroying in a shredder. 

Permissions cut in pieces were given to the visitors in wrapped envelopes.
